Child tax deduction credit?

I know you can claim a child under 17 if they live with you all year. My granddaughter lives with me ,she is 3 years old...even though her dad claims her on his federal tax but doesn't pay anything to us to support her. Can i also claim her since he wouldn't let us claim her.
