Ugg, I feel so disproportionate anymore!?

Okay, I'm 15, 98 lbs. 5' 5". But I have a 32C bra size... And whenever I talk to someone anymore, I feel like that's what they're talking to. I want to tell people off, and it's really doing bad things to my confidence... any tips?
